In July 2010, Garcetti, then council president, weakened a lawn watering ordinance in 2009, allowing watering three days per week instead of two. Garcetti worked to designate Historic Filipinotown as a Preserve America Community. [37] He also faced public scrutiny for developments that unexpectedly collapsed and were built on top of cultural and historical landmarks.
