Rep. Wayne Hays’ $14,000-year employee says she is his mistress
Rep. Wayne L. Hays (D-Ohio), influential chairman of the House Administration Committee, has had a woman on his staff for nearly two years who says she receives $14,000 annually in public funds to serve as his mistress.
Hays denies this, saying, “Hellfire! I’m a very happily married man.”
“I can’t type, I can’t file, I can’t even answer the phone,” says Elizabeth Ray, 27, who began working at Hays in April 1974 as a clerk. Since then, Ray says, she has not been asked to do any Congressional-related work and appears in her Capitol Hill office once or twice a week for a few hours.
She is currently locked behind an empty door in a luxuriously furnished office in the Longworth House Office Building. “Supposedly,” she says, “I’m on the oversight committee. But I call it the out-of-sight committee.”
According to Ray, the 64-year-old congressman has typically visited her once or twice a week for sexual relations throughout their long-term relationship.
Hays divorced his first wife in over 25 years last year. Five weeks ago he married his veteran office secretary in Ohio, Pat Peak, who still lives in Ohio.
As chairman of the administrative committee, Hays quietly wields tremendous power over Hill activities such as convention travel, payroll, human resources, parking, and policing. He is also a member of the House International Relations Committee.
Last year, Hays, first elected to Congress in 1948, survived a challenge from newcomers to the House of Representatives to replace him as committee chair.
Hays is running as the favorite son candidate for president in the June 8 Ohio primary and close aides say he is considering running for governor of Ohio in 1978.
Five days before his wedding to Pat Peak, Hays told Ray after a dinner that his marriage wouldn’t change anything about their relationship “if you behave.” Her position on the payroll would also remain secure, he added, but suggested she “start coming two hours a day.” Hays said, “This Woodward [Bob Woodward of the Washington Post] is after me, and if he finds out about you…”
In the same conversation, Hays told Ray, “I should be good for a week since I get married.”
“What about after that?” asked Ray.
“If you behave, we’ll see,” Hays said.
“Well,” said Ray, “what about my job?”
“Well, if you come in a little…” Hays said.
“Do I still have to s—-?” asked Ray.
“Well, that never mattered,” Hays said.
“Oh, I thought so,” Ray said.
When asked yesterday morning if Hays had ever asked Ray to “come two hours a day,” Hays said, “I asked her to come at 9 and stay until 5.”
He also denied ever taking Ray out to dinner, claiming he hadn’t seen her “all week or last week.” However, two Post reporters were present when Hays dined with Ray on separate occasions at both the Hot Shoppes and Chapparral restaurants at the Key Bridge Marriott Motor Hotel, one last Monday night.
Ray, a native of Asheville, NC, says she worked briefly as an air hostess, waitress and clerk at a car rental company before beginning work on the Hill in the summer of 1972.
During her year and a half on the staff of former Rep. Kenneth J. Gray (D-Ill.), Ray says she was frequently given days off to prepare for evenings spent with Gray or with preferred voters. She says she often entertained Gray’s male friends aboard Gray’s houseboat, which is docked on the Potomac.
Grey, available by phone, laughed when Ray’s name was mentioned. “Elizabeth Ray,” he said, “that name always elicits a laugh.”
He denied dating her, saying: “I never knew what my employees did after work. Liz was great at greeting people… I think she typed a bit.”
He said he thought Ray had been out on his houseboat “maybe twice for big office parties.”
Ray says it was Gray who introduced her to Hays; Hays says he can’t remember which congressman it was.
During the first year she worked for Hays, Ray was listed as a clerk in the House Clerk’s office, earning more than $11,000 a year. Last spring, she quit and traveled to Hollywood to try and make a living as an actress (I had been doing the Oscars once a week for two years,” she said.) She returned to Hay’s office to look for a job to ask at the end of July 1975.
Davis says he remembers Ray working for him as a general typist for about a month last summer. Being told she couldn’t type, Davis said:
“She’s not an expert at 300 words per minute, but she could have addressed envelopes.” He added, “She wasn’t outstanding” and soon went to Hays “because she wanted to go there. She knew more people there.”
Hays, who says he believes “she still works on Mendel’s staff,” said, “I helped her get a job with him.”
When Ray asked for a raise a few months ago, Hays said she put her back on the property management payroll, increased her salary to $14,000 and let her keep her Longworth office.
When asked why he was giving Ray a raise, Hays replied, “The landlord was after her, the credit union, she was in deep debt. I felt sorry for her.”
Ray’s office would have been numbered 1506P (for Home) if the number hadn’t been removed from the door. It is adjacent to the office of Rep. Bella S. Schweine (D-N.Y.) in which – in only slightly larger space – a dozen or more of our employees are crammed into as many desks full of paperwork.
Ray’s office is peacefully empty save for her backgammon set and a collection of framed autographed photos of entertainers and other famous people on the wall next to her desk.
Her polished wooden desk features a copy of Fear of Flying, two red telephones, and a color-matched red Selectric typewriter with a tinted Plexiglas top. It’s unplugged because she doesn’t know how to turn it on, Ray says. There is a long black leather couch against one wall and a thick carpet on the floor.
Behind Ray’s desk is one occupied by Paul Panzarella, who lives with Hays’ niece, Susan Hays. He is listed as an alternate clerk on the Hays Board of Directors.
The desk is empty, but for two books, and according to Ray, Panzarella “comes in less than me.” Hays Staff Director Doug Frost says, “Panzarella is on the whole committee, but he helped on the oversight subcommittee. He’s always there when I call and he did a great job.”
During the past two months, repeated calls to Panzarella and Ray’s office have gone unanswered and Panzarella has not been seen on several visits to the office.
Arriving home and asked if it was true that neither he nor Ray ever came to work, Panzarella said, “I have no comment on anything.”
The only other staff member on the Oversight Subcommittee is Trezavant Hane, a clerk who works for Chairman Mendel Davis. Hane says he does not know where Ray’s office is, admits that she never worked with or for him on subcommittee matters, and claims he would know if she ever worked in connection with the Subcommittee on Oversight .
Ray is not listed in the Congressional Directory as a staff member of either the Administrative Committee or its obscure arm, the Ad Hoc Oversight Subcommittee.
She says Evelyn Wilson, office manager of the Administrative Committee, recently told her details of her employment were “confidential.”
However, a call to the House Finance Office confirmed that Ray’s checks are currently being drawn from the Management Committee’s account. When asked if she ever told Ray that her employment details were confidential, Wilson said, “I’m trying to remember. We have had many conversations. I don’t think I told her details of her employment were confidential, but Jesus Christ, I don’t remember everything I say.”
Hays’ chief of staff, Frost, said he didn’t know where Ray’s oversight subcommittee office was or what her responsibilities were, and referred inquiries to Hays.
After rushed dinners, which typically begin around 7 p.m. at one of the Key Marriott restaurants, Hays and Ray usually head to their Arlington apartment.
“He never stops in the living room,” she says. “He goes straight into the bedroom and looks at the digital clock. He’ll be home at 9:30 a.m.
Ray’s apartment, fully furnished in mass-produced Mediterranean style, is located in a high-rise building with colored fountains at the entrance. Her living room and dining area are decorated in red – red, unusually thick carpeting, heavy red curtains that are always drawn, plush red velvet chairs and a couch. The bedroom is all white with the same thick shag carpet, a white Mediterranean bed and a baby blue faux fern tree in one corner.
“I don’t hate him, I’m a nervous wreck,” explains Ray, why she’s now confirming her role. “I `m afraid of him. There are 10 or 15 offices [on the hill] that I know girls had to do to get a job. Only mine is so cruel; at least the other congressmen treat her like a date. I used to get depressed, but I had to tell myself it’s a job I have to do now.”
Rep. Phillip Burton (D-Calif.) was once quoted as calling Hays “the meanest man in Congress.” Ray adds, “He’s also the most powerful. Everyone is afraid of him.”
“Hays likes to brag,” she says, “that he’s such a good friend of Henry Kissinger and that he flies over here on Air Force One and gets all this security coverage when he goes to Europe.”
And once, at the height of promoting Fanne Foxe-Wilbur Mills, Hays bragged to her at the Marriott in the restaurant about what he would do in a similar situation.
“He told me,” says Ray, “that if one of his wives ever did this to me, she would be down there.” He pointed out the window at the Potomac. “What do you mean down there?” I said, and he looked at me and said, ‘Down there, six feet under’.”
Hays denies saying so, claiming, “It’s a figment of her imagination.”
Hays will leave for London today on a bicentennial convention trip to bring back the Magna Carta.
