Jefferson County Sheriff Fred Abdalla Dies at Age 77
STEUBENVILLE — Fred Abdalla, Jefferson County Sheriff since 1985 and an institution in law enforcement circles, died Monday at Valley Hospice Care Center North, Steubenville. He was 77.
Abdalla, an advocate for children, the abused and the elderly, had been struggling with health for some time. Still, his death came as a shock to his community.
“What I admired about him was that he cared about his family,” County Commissioner Tom Graham said.
“I’ve never known anyone who was so compassionate with children and what really broke his heart was when children were abused.”
He would haunt the people who did such things.”
Graham said he has known Abdalla and his family “all my life”.
“He was a warrior, he was someone you wanted to be up front against the bad guys because there wasn’t anyone tougher,” Graham said.
“He’s someone you can’t replace. I’ve never known anyone like him. He was the most passionate person and at the same time the person you wanted out there fighting the bad people.”
Graham said Abdalla’s military service, in addition to his nearly four decades as a sheriff, demonstrates his commitment to serving others.
A 1962 graduate of Catholic Central High School, Abdalla attended Ohio State University and the Ohio Highway Patrol Academy. During the Vietnam conflict he served in the US Army and was awarded the Overseas Medal, the Vietnam Service Medal. and the Bronze Star for his service.
“His whole life was devoted to serving others,” Graham said. “He put service ahead of himself. He risked his entire life for the people of Jefferson County and his country. He did it from the bottom of his heart. He was a man to admire and learn from. If we had more people like him, we would be a better district and a better country.”
Commissioner Tony Morelli said their families have known each other for 40 years.
“He was a true advocate for children. He was a true senior champion. He was a very loyal man, a great man,” Morelli said. “He was a legend in my eyes.”
He pointed out that Abdalla was Ohio’s longest-serving active sheriff at the time of his death.
“It’s pretty amazing, you don’t see that very often,” Morelli said. “He’s old school, as I call it. He could be seen at a Big Red away game, coming home after midnight, then getting off the road bright and early the next morning or getting coffee. It’s hard to get that dedication these days.
“Being a sheriff was his job and being a sheriff was his life,” Morelli said.
Commissioner Dave Maple, who had worked with Abdalla from the commissioner’s seat since 2005, called it “a sad day for all of Jefferson County.”
“We had a man who cared so much about the county, and the county cared about him back,” Maple said. “The fact that he is not with us will have a long-term effect. My condolences go to his family. I know he was a strong family man and was loved by them very much.
“I’ve always had a great relationship with him and I’m glad I had the privilege of serving the citizens alongside him.”
Steubenville Diocese Bishop Jeffrey M. Monforton also had strong words of praise for Abdalla, calling him a devout Catholic and a longtime member of Toronto’s St. Joseph’s Parish.
“His faith was very important to him,” Monforton said. “He did everything to help others in times of need. He was always concerned for the safety and security of Jefferson County residents, especially the most vulnerable.”
Toronto Mayor John Parker worked for Abdalla in the Jefferson County Sheriff’s Department and with him as the county’s emergency management director. He said Abdalla regularly offers assistance to rescue workers responding to flooding and other weather events.
Parker said Abdalla is “like a father figure” to him.
“Any time there was an event, he was there. He was always bringing you food, phoning whatever he could to help,” Parker said.
He said Abdalla was known for quietly collecting the check for a group of students at a restaurant or buying food for a child at the food stand at a sporting event.
“He was a great sheriff, but an even better person,” Parker said. “He was just such a pillar in the community. There will be no one like him for years to come.”
Honors also poured in from outside of Jefferson County.
Ohio Governor Mike Dewine recalled that Abdalla was a distinguished U.S. Army veteran who “served his community wholeheartedly for decades with pride and dedication.”
“[His] no-nonsense personality was one of the things that Fran and I liked most about him,” he said. “During my tenure as Ohio Attorney General, I was honored to work with him on numerous cases, including a double homicide in the 1970s that he vowed to solve. It was that unwavering determination that led to the suspect’s arrest in 2014 and… his conviction the following year.”
He said Abdalla “has really had a tremendous impact on Jefferson County.”
DeWine ordered state and US flags to be flown in Jefferson County until sunset on the day of his funeral.
U.S. Senator Sherrod Brown, D-OH, said Abdalla “will be remembered for his nearly four decades of service to the community and the compassion and skills he brought to his work every day.”
“His dedication to Jefferson County was protective of those in his community, and his passing is a real loss to Ohio and all who knew him.”
US Rep. Bill Johnson, R-Marietta, said the sheriff’s death was “a great loss to Jefferson County.”
“There is no doubt that he was committed to those he has served over the past 37 years,” he said.
“His footsteps will be impossible to fill. My heart goes out to his family…my thoughts and prayers will be with them.”
Ohio Attorney General Dave Yost said Abdalla “touched countless lives in the 37 years that he led the sheriff’s office.”
“A dedicated officer, his name has been synonymous with law enforcement, solving crimes and protecting the citizens of Jefferson’s County,” Yost said.
Preparations are still pending, but a public viewing will take place on Friday from 1 p.m. to 7 p.m. at St. Joseph’s Catholic Church, 1225 North River Ave., Toronto.

“The Mingo Junction Business Association has decided to recognize a man who left a big footprint in Jefferson County and beyond,” association representative Jim Freiling said in promoting the event.
“Sheriff Abdalla is a person who has not only dedicated his time to many of our projects here at Mingo Junction, but has dedicated himself to each community. He is a special man and we all need to let him know that we appreciate all the years he has protected us, especially the elderly and our children. The man has sacrificed his personal time with his family and friends. This is our opportunity to show him how much we appreciate all his years of service as sheriff.”
Freiling had noted that Abdalla had provided toys and gifts to children at Christmas for more than 40 years, including monetary donations to Urban Mission, the Salvation Army, Catholic charities, Special Olympics, Dream Come True and 4-H.
Freiling said Abdalla helped out with events at Mingo Junction. In 2008, the first year of the trade association’s Christmas show, Abdalla read the poem “The Night Before Christmas” to the children.
“The kids just loved meeting him and hearing him read the Christmas story,” Freiling had said.

Fredrick J. Abdalla died on February 21, 2022 surrounded by his family. He was a lifelong resident of Stratton, OH and served as Jefferson County Sheriff for over 37 years.
He was a Distinguished US Army Veteran who had served honorably in Vietnam for two years in the 1960s. He graduated from Catholic Central High School in Steubenville and attended Ohio State University and the Ohio State Highway Patrol Academy.
He was involved in countless civic and non-profit organizations and always cared for the underprivileged and was a strong advocate for those suffering from neglect and abuse, particularly the county’s children and elderly. He was a life member of St. Joseph Catholic Church in Toronto, OH.
He was preceded in death by his parents John and Josephine (Hayek) Abdalla, brothers John and Samuel Abdalla, and sisters Genevieve and Joanne Abdalla.
He is survived by his wife Edna (Russell) Abdalla, their four children Monica (Michael) Potenzini, Jenifer (John) Ford, Fred Jr. (Jo Ann) Abdalla and David (Marci) Wojtas, and 12 grandchildren, Jordan and Kameron Abdalla, Luke, Seth and Rhette Potenzini, Makenna, Marissa and Madelaina Ford, Marco Orecchio, Jace Wojtas, Sadie Wright and Ryder Unkefer. He is also survived by a brother, Edward (Ralph) Abdalla, as well as many nieces, nephews, cousins and other loved ones. He also leaves behind a dedicated and loyal associate in the Sheriff’s Department.
A public viewing will be held Friday, February 25 from 1:00 p.m. to 7:00 p.m. at St. Joseph Catholic Church 1225 N. River Ave. held in Toronto, OH. The funeral mass and burial at Sugar Grove Cemetery are both private.
