Her father was the city vet in Glasgow, managed and raised cows and horses. He was active in the Democratic Party and in his later years served as Chairman of the Barren County, Kentucky Democratic Party.[2][9][8] He was also a deacon of the First Christian Church in Glasgow and served in the local health department.[8][9] Her mother was a home economics teacher at Glasgow High School, a public high school.[9] Her mother sewed the family’s clothes and the curtains of the house.[9] She has a younger sister, Micah Guilfoil Payne (Glasgow Solicitor) and a younger brother, Marc Guilfoil (CEO of the Kentucky Horse Racing Commission).

On June 15, 2017, Craft was appointed US Ambassador to Canada by President Donald Trump with the support of Senator Mitch McConnell.[20][31][32] She was confirmed by a unanimous vote by the United States Senate on August 3 and took office on October 23.[31][33][34]
Craft became the 31st United States Ambassador to Canada. According to a June 2019 report in Politico, Craft was frequently away from her post in Ottawa during her tenure as ambassador, although the report acknowledged that US State Department officials said many of her trips were related to the new North American trade deal.[ 20 ] During a 15-month period, it operated 128 flights between Ottawa and the United States, equivalent to one return trip per week.[20] Seventy started or ended in Lexington, leading some to question whether the trips were for personal reasons.[20] However, a State Department spokesman stated that all of Craft’s personal and official travel “to and from the United States, including numerous travel related to USMCA [US-Canada-Mexico trade agreement] negotiations, has been pre-approved by the State Department and all.” “Complied with Department travel guidelines,” that the number of her personal absences did not exceed State Department limits, and that Craft also chose to use her personal funds to cover all of her travel expenses, thereby “saving the U.S. government significant money.” [41 ] Separately, a US official said that Craft was often in Washington for trade negotiations in which she was directly involved, that she would also fly to other locations in the United States to promote the trade deal, which is one of the is one of the President’s top priorities, and also explained that during these trips, Craft sometimes al spent the weekend at her home in Kentucky rather than returning to Ottawa, which did not count as part of the “26 [work] days” away from her post limit.[41] Under State Department rules, an ambassador is only allowed 26 “work days” outside of a posting without first obtaining special approval from the State Department, and she testified that each of her trips was, in fact, conducted with State Department approval.[20][42] The State Department and Craft provide no record of Craft’s schedule and the number of days she was in Ottawa,[20] but the paper said she spent 300 days (more than half of her tenure) away from her Ottawa post.[43] Craft herself also insisted that all of her trips to in accordance with U.S. Department of State regulations and with the approval of the Department of State, with much of the time spent conducting the trade Agreements with Canada and Mexico in Washington, D.C. to negotiate She also promised the Senate Foreign Relations Committee that she would give him all her travel documents for her time as US Ambassador to Canada.[42] Senator Marco Rubio commented, “I have a sneaking suspicion that we would prefer if you were here (for trade talks) or at a cocktail party at an embassy that you prioritized the trade deal.”[42]

US Ambassador to the United Nations[edit]
On February 22, 2019, Trump announced his intention to appoint Craft as the next United States Ambassador to the United Nations, replacing Nikki Haley, who resigned two months earlier[45] after his first by-election, Heather Nauert, retired had out of consideration.[46] US National Security Advisor John Bolton and US Secretary of State Mike Pompeo both agreed that Craft was qualified and the most logical choice to replace Haley.[47] Pompeo said she was “an outstanding advocate for national security and America’s economic interests in Canada, and she is highly qualified to do the same at the United Nations.”[48] On May 2, Trump formally broadcast Craft’s nomination to the United States Senate.[26][49] On June 19, the US Senate Foreign Relations Committee held a hearing on her nomination.[50] During the hearing, Craft said, “Israel … is the subject of unrelenting bias and hostility at UN venues. The United States will never accept such bias, and if vindicated, I pledge to take every opportunity to shed light on this behavior, call it what it is, and demand that these egregious practices finally come to an end .”[51] Although Craft had previously said during her tenure as Ambassador to Canada that she believed there were “good scientists on both sides” of the climate debate, at her confirmation hearing she changed her position and said that she believes that fossil fuels and human behavior have contributed to climate change. Due to her family’s ties to the coal industry, she also said that she would withdraw from any UN discussions on climate change or coal.[42][52] July 2019 her nomination was reported 15 votes to 7 from the committee, with Democratic Senators Jeanne Shaheen, Chris Coons and Ch ris Murphy voted for them as well as all Republi cans.[53] On July 30, the US Senate voted 57-33 to nominate Cloture to her nomination.[54][55] On July 31, her nomination was confirmed by a vote of 56–34.[56]
She was officially sworn in by Vice President Mike Pence on September 10, 2019.[57][58] Craft formally presented her credentials to UN Secretary-General António Guterres on September 12, 2019.[59][60]

When the UN General Assembly voted to place Venezuela on the UN Human Rights Council in October 2019, Craft wrote: “I am personally saddened that 105 countries voted in favor of this assault on human life and dignity. The Council has broken down and reiterates why the United States has withdrawn.”[61] Venezuela has been accused of withholding humanitarian aid supplied by other nations to the Venezuelan people and of manipulating its voters in exchange for food and medical supplies.[61] The council has been regularly criticized for admitting members who were themselves suspected of human rights abuses.[61] The US left the council in 2018 in protest at the council’s frequent denunciation of Israel.[61]
In a speech to the UN Security Council in October 2019, she called Hamas “a terrorist organization that oppresses the Palestinian people of Gaza through intimidation and open violence, while at the same time inciting violence against Israel.” She condemned Hamas’ violence against its own people, its use of Palestinian children as pawns, and its indiscriminate attacks on Israeli civilian territory as “despicable,” calling it one of the greatest obstacles to resolving the Israeli-Palestinian conflict.[62]
In November 2019, Craft met with the President of Haiti, Jovenel Moïse, at the National Palace of Haiti to discuss ways to implement an amicable solution to Haiti’s political crisis through an inclusive dialogue.[63][64] Craft later met with political leaders from other Haitian parties, listened to their differing views and pushed for an inclusive solution with Moïse.[64][65] She also called on the Haitian government to fight corruption, identify and prosecute human rights abusers, and fight drug and human trafficking.[64]
In December 2019, Craft said during a UN Security Council meeting convened at her request that the US was ready to take “simultaneous steps” with North Korea to achieve peace.[66][67] However, she also warned the North Koreans against conducting further missile tests.[66][67]

After the US killed Iranian Major General Qassim Suleimani, who led the Quds Force, in a drone strike in January 2020, Craft wrote a letter to the UN Security Council saying the act was in self-defense. 68] At the same time, she wrote in the letter that the US was “ready to enter into serious negotiations with Iran without preconditions with the aim of preventing a further threat to international peace and security or an escalation by the Iranian regime”.[68] ]
In May 2020, Craft spoke at a UN Security Council meeting and said that the council must ensure that armed groups in Lebanon such as Islamist Hezbollah are disarmed and that the role of the UN Interim Force in Lebanon (UNIFIL) is strengthened so that it can effectively investigate Hezbollah violations.[69] She also said the US was deeply concerned about Iranian and Syrian arms sales to Hezbollah.[69]

We don’t need a jubilant section to validate our moral compass.”[ 73]
In mid-September 2020, Craft met with James K.J. In December 2020, she said the UN Human Rights Council was “a haven for despots and dictators hostile to Israel and ineffective in real human rights crises.”[77] Referring to China’s and Venezuela’s human rights records, she told the council “close the voices the very human rights violators it was designed to combat.”[78] On the Council’s treatment of Israel, Craft said: “We need to address the insanity that lies at the heart of the Human Rights Council’s dogged and egregious anti-Israel bias … No other country is being attacked in this way – not the murderous Assad regime in Syria, not the disastrous Maduro regime in Venezuela, not the Chinese Communist Party responsible for abuses, not Russia, Cuba or North Korea. Israel, only Israel…”[78]

Bush administration (from 2001 to 2009),[2][3] but was increased again under the Obama administration and initially retained as such by the Trump administration.[4] However, in December 2018, several news organizations reported that the Trump administration would again downgrade the position to non-cabinet rank.[5] The position was re-elevated to cabinet rank in the Biden administration.[6]
