Kong Hee (Chinese: 康希; pinyin: Kāng Xī; born August 23, 1964) is the founder and senior pastor of City Harvest Church.[2]
He was found guilty in 2015 of involvement in the City Harvest Church criminal breach of trust case, Singapore’s largest misuse of charity funds case.[3][4][5] He was considered the “key man” behind the scandal[6] that led his five accomplices to three criminal embezzlement charges in Singapore court.[7] The judge also agreed with the defense that there was “no personal wrongful gain, no motive of self-interest or enrichment, and lack of intent to cause lasting harm to the church.” Although Kong and the five were guilty of serious violations, the court found that the $50 million was eventually returned to the church as well.[8]
He served his sentence in Changi Prison Complex from April 21, 2017 to August 22, 2019.[9][10]

On May 31, 2010, the Office of the Commissioner for Charity and the Department of Commerce Affairs of the Singapore Police Force began investigating more than 16 people linked to City Harvest Church, including church founder Kong Hee and his wife Sun Ho ] The police investigated several years ago financial transactions with possible account forgery and criminal embezzlement business in the millions. Authorities have allowed regular church activities and services to continue for the congregation while investigations continue.[23][24][25][26][27]
On June 26, 2012, the Commissioner of Charities released a press statement detailing the findings of its investigation. It found that there had been misconduct and mismanagement in the administration of City Harvest Church. There were at least $23 million in irregularities in church funds used to fund Sun Ho’s secular music career. There has also been a concerted effort to hide these money movements from interest groups. Kong Hee and seven others were suspended from church duties.[28]
A later report indicated that the investigation was prompted by complaints to the authorities.[29]
Arrests and Charges
Also on June 26, 2012, Kong Hee and four other leaders of City Harvest Church were arrested and charged with misappropriating funds.[30][31] A sixth leader was charged on July 25, 2012. All six defendants were posted bail of S$500,000 and their passports confiscated.[32]
Trial and sentencing[edit]
The trial of Kong Hee and the five other leaders began in May 2013 and has been adjourned several times.[33][34][35] There were a total of 142 days of hearings.[36]
The verdicts were announced on October 21, 2015. Kong Hee and the other five leaders were found guilty on all charges.[7]

On November 27, 2015, it was reported that the Attorney General’s Chambers had appealed the sentence imposed on Kong Hee and the five other defendants on the grounds that it was “manifestly unreasonable.”[42]

On March 4, 2016, it was reported that the appeal hearing would begin on September 19, 2016.[44]
On April 7, 2017, his original 8-year sentence was reduced to 3.5 years.[45] In passing their decision, the judges determined that there were no direct or indirect elements of improper gain or personal financial gain.[46][47][48] The Court of Appeals acknowledged that “the theological legitimacy of crossover as a means of evangelism is not an issue in this case.” (Para 1)[49] “The crossover—central to the entire case—is an evangelistic endeavor to spread the gospel through the secular music of Sun Ho. It is undisputed that the crossover had the full support of the CHC Board.” (paragraph 21)[49]
On pages 264-267 of the appeal judgment, Kong was characterized as “tinged with greed and self-interest” because the crossover project was apparently conceived for the benefit of Sun Ho and Kong Hee. Sun Ho’s contract with Xtron (a company controlled by Kong Hee) stipulated that Sun was entitled to 25% of gross earnings (an estimated US$30 million) regardless of project costs, in addition to a monthly salary of US$10,000. [50] However, this contract between Sun Ho and Xtron was terminated in August 2008.[51]
He had also told the members that they received no salary from the Church. A private fund was set up and raised over $3 million “to fund the [Crossover] project” and was fully spent on the project’s purposes in just 3 years.[49]

Minister for Justice K Shanmugam expressed his disappointment at the Court of Appeal’s decision to overturn a 1976 Supreme Court decision which had found that company directors could be convicted of criminal embezzlement under Section 409 of the Criminal Code, saying: “The Government believes rates are too low. Kong Hee posted a note on his website, explaining that the devotional was “originally intended for internal distribution only among members of my church. Therefore, there was an oversight of not citing the sources of some parts, which are based on the writings of other Christian authors.” There was also an apology for the oversight.[56][57]
