Bozzo was born in Callao, Peru to engineer Miguel Bozzo Chirichignio and Victoria Luisa Rotondo Mendoza, both of Italian, Spanish and Quechua descent; she has Italian citizenship.[5] She studied law at the Female University of the Sacred Heart and Federico Villarreal University[6] in Lima, Peru and at the Central University of Venezuela in Caracas, Venezuela, where she received degrees in law and political science and courses in these fields taught at various universities. In 1987 she became an official of the Instituto Nacional de Cultura and organized competitions to promote the preservation of the cultural heritage of Peru. In 1992 she became Regidora (Councillor) of the metropolis of Lima.
