She also served as Maryland Financial Regulatory Commissioner and Executive Director of the Promontory Financial Group.[1] She is a Rubenstein Fellow at Duke University. In May 2017, she was elected to the board of directors of the Reserve Trust Company, a Colorado-based FinTech company.[2] In January 2022, President Joe Biden named her to succeed Randal Quarles as vice chair for oversight of the Federal Reserve.[3] On March 15, 2022, she withdrew her nomination due to opposition from Republican senators and Democratic Senator Joe Manchin.[4]

Sarah Bloom was born in Medford, Massachusetts to Arlene (née Perlis) and Herbert Bloom into a Jewish family. Bloom attended Homewood-Flossmoor High School in Flossmoor, Illinois, where she graduated in 1979.
After graduating from high school, she went on to Amherst College, where she graduated magna cum laude and Phi Beta Kappa in 1983 with a Bachelor of Arts in economics and wrote her bachelor’s thesis on monetary policy. She received her Juris Doctor from Harvard Law School in 1986. Raskin was honored with an honorary Doctor of Humane Letters degree from Muhlenberg College on May 19, 2019.[9]

Raskin served as an associate at Arnold & Porter and as an adviser to the Senate Banking Committee.[10] Before becoming Commissioner, she was Managing Director at Promontory Financial Group. Raskin also served as Maryland’s chief financial regulator.[11]
President Barack Obama nominated Raskin along with fellow nominees Dr. Janet Yellen, President of the Federal Reserve Bank of San Francisco, and Peter A. Diamond, Professor of Economics at MIT, for the Federal Reserve Board.[8] Raskin and Yellen were unanimously confirmed as Governors of the Federal Reserve Board by the United States Senate on September 30, 2010.[12] On October 4, 2010, both were sworn in by Fed Chairman Ben Bernanke.[13] As a member of the Federal Reserve Board, Raskin gained a reputation for focusing on consumer protection and income inequality.[11]
On July 31, 2013, President Barack Obama announced that he would nominate Raskin for the position of Deputy Assistant Secretary of the United States Treasury Department.[14] She was confirmed in the position by vote on March 12, 2014.[15] Upon confirmation, Raskin became the most senior woman in Treasury Department history at the time. Raskin was sworn in on March 19, 2014.[16] After her confirmation as Assistant Secretary, she resigned as a member of the Board of Governors of the Federal Reserve System on March 13, 2014.[17] Raskin was the first woman to be confirmed as assistant secretary. During her tenure, Raskin focused specifically on the macroeconomic impact of student loan borrowing and cybersecurity.

During the 2017-2018 academic year, Raskin was a Distinguished Visiting Professor at the University of Maryland’s Francis King Carey School of Law. Raskin was a Rubenstein Fellow at Duke University for the 2018-2019 and 2019-2020 academic years. As a Rubenstein Fellow, she worked closely with the Rethinking Regulation program at Duke’s Kenan Institute for Ethics and with the Global Financial Markets Center at Duke Law School to improve public understanding of markets and regulation. In particular, she led a research agenda aimed at shaping a new relationship between regulation and resilience in financial markets. It also explored ways to use cyber data and turn it into a public good rather than a liability.
In November 2020, it was reported that Bloom Raskin was being considered for Treasury Secretary in the Biden administration.[18] In 2021, she was mentioned as a potential candidate to head the Office of the Comptroller of the Currency (OCC).[19]
Second Federal Reserve nomination[edit]
On January 14, 2022, Raskin was nominated by the Biden administration to serve as Vice Chair for Banking Supervision on the Federal Reserve Board of Governors.[20] Hearings were held before the Senate Banking Committee on February 3, 2022.[21][22] Her nomination was rejected by Republican lawmakers, who boycotted a committee vote to submit her nomination to the full Senate.[23] This was at odds with her views on using monetary policy to encourage the fossil fuel industry to address climate change and her work for payments company Reserve Trust. On March 14, Democratic Sen. Joe Manchin indicated that he would not support Raskin’s nomination, in what was seen as “possibly ruining their chances of confirmation”. On March 15, the Biden administration withdrew the nomination at her request.[27][28][29]
President Biden blamed “unfounded attacks by industry and conservative interest groups” for Raskin’s defeat.[30]
