A&E investigates 1990 Jacksonville homicide as then-teen suspect faces resentencing hearing

Shelton Jackson has been serving a life sentence since July 13, 1990, for his role in the robbery and execution-style killing of a Jacksonville man who was begging for his life.

He was 18 about three months ago when he was convicted of the shooting death of 31-year-old Thomas C. Maynard.

Now 48, he’ll soon face a Jacksonville judge in a hearing that could lead to less time behind bars. An episode of A&E Network on Thursday night looks at the brutal case following a US Supreme Court ruling against life sentences without parole for juveniles.

The 9 p.m. show, entitled Kid Behind Bars: Life or Parole, details Maynard’s murder after he was kidnapped and robbed. In addition to interviews with police and Jackson’s family, viewers will also hear from Maynard’s widow, Leesa. She vehemently resists being re-convicted.

“I have a strong belief that if you commit the crime, you’re doing the time,” Leesa Maynard says on the show. “…He is a convicted murderer and the truth should stand.”

The original 1990 arrest report of Maynard’s January 26 death on Hollybrook Avenue, provided by prosecutors, said the victim was found face up in front of a pumping station with two gunshot wounds, his wallet, and his wedding ring were away.

“Examination of the body shows at least one shot to the back of the head,” the report said.

Maynard’s wife told detectives he went to the Publix supermarket on 103rd Street at 8:45 p.m. to get some cash from an ATM to buy formula for her one-week-old baby. He never returned.

Investigators learned that his stolen bank card had been used around 10:30 p.m. cashed at an ATM in a Normandy Boulevard Publix with $260. They also found his Ford Mustang on Moncrief Road on January 29.

A witness then reported seeing two men and a woman, who she recognized, driving outside a flat in Moncrief, the report said. Officers went to the woman’s home on January 30 and found a television that had been in Maynard’s Mustang and brought her and another woman in for questioning.

Both women admitted knowing about the murder. One said she was driving in the Mustang with her two brothers, Anthony and Bobby Smith, and boyfriend Larry Jackson. She also said her boyfriend admitted that his brother Shelton Jackson shot Maynard, the report said. Then Anthony Smith took another shot.

Ironically, as the women were being questioned, Shelton and Larry Jackson entered the sheriff’s office and asked to see their sisters, who had been picked up by the police. They were arrested at the scene of the crime.

The account details how brothers Jackson and Smith kidnapped Maynard and the four then forced him to go to the ATM on Normandy Boulevard and withdraw money. Maynard was then taken to Hollybrook Avenue 7 miles away. Shelton Jackson said they left Maynard on the floor while Anthony Smith took his watch, wallet and wedding ring. Then Shelton Jackson said he fired a shot in the victim’s head.

“According to Shelton Jackson, the victim asked him not to kill him and not to shoot him again,” the report reads. “Then Jackson explained that he shot the ground again to silence the victim. At this point, Anthony Smith demanded that he hand him the gun and fired another shot in the victim’s head, which appeared to have killed him.”

Teenagers pay for the crime

Shelton Jackson, who was just 17 when he was arrested on charges of murder, armed robbery and kidnapping, has appealed and filed motions multiple times since being sentenced to life in prison, court records show. Since the Supreme Court ruling, he has been transferred back to the Duval County jail with a status hearing scheduled for Sept. 20 in Duval Circuit Court, records show.

Anthony Lamar Smith, now 50, was 19 when he was sentenced to life in prison, records from the state Department of Corrections show. His brother Bobby Smith was 20 when he was sentenced to 25 years and released in 2002. Larry Jackson was 26 when he was sentenced to 35 years and released in 2014.

Jacksonville has had its share of sentencing hearings to review past life sentences for then-juveniles.

In 1999, then 15-year-old Joshua Phillips was tried as an adult in 1998 for the murder of 8-year-old Southside neighbor Maddie Clifton, then found guilty of first-degree murder and sentenced to life in prison without parole. Following the Supreme Court ruling that juveniles cannot be automatically sentenced to life imprisonment, he received a new hearing in late 2017 but was again sentenced to life imprisonment.

In 1993, then 16-year-old Eugene Edwards was sentenced to life in prison when he and four other teenagers, the oldest 18, robbed and killed Jacksonville Correctional Officer Tammy Jo Johnson. Following the Supreme Court ruling in 2018, Edwards’ sentence was reduced from life to 45 years, taking into account time already served.

Maynard’s widow, Leesa, has spoken out against re-sentencing Shelton, subsequently telling A&E: “I truly believe that you are taking your time in committing the crime. He is a convicted murderer and the truth should stand.”

In addition to Jackson, Anthony Smith, then 19, was sentenced to life in prison without parole. Public records show that Smith, now 50, is currently in prison at Sumter Correctional Institution.
