This is a timeline of events before and since the May 13, 2018 murder of Aliquippa resident Rachael Elena DelTondo, 33, as well as ongoing corruption investigations by the city of Aliquippa and police being conducted by law enforcement.
Information gathered as part of Beaver Countian’s exclusive investigative effort is based on public records, official commentary, firsthand observations, interviews and personal accounts. All information from confidential sources has been confirmed by at least two independent sources.

2008
DelTondo’s friends tell the Beaver Countian that she worked as a permanent substitute teacher for second and third graders at the Aliquippa School District for a year.
DelTondo’s mother, Lisa, says it was there that she first met Sheldon Jeter Jr., then an elementary school student:
“She never had him as her own student, that was another lie. He was one of a group of boys there whose teacher used to say, ‘If you’re good today, you can go down the hall after class to see Miss D.’ They thought she was beautiful because she was.”
An incident involving Jeter Jr. many years later became part of a story told by news outlets around the world.
2010-2017
DelTondo’s short life began to unravel when her relationship with Frank Catroppa, 36, fell apart, her mother believes.
Catroppa later says in press interviews that the two had a relationship for a total of about eight years. DelTondo’s friends say it’s been on/off again.
The couple became engaged during a trip to Paris in June 2015. Wedding plans ended informally in October 2015. The engagement officially ended on Valentine’s Day 2016 when DelTondo returned her ring to Catroppa.
The two remained friendly and talked well into October 2017.

Aliquippa Police Sgt. Kenneth Watkins and Officer Fran Conkle find DelTondo with Jeter Jr., then 17, at 1:52 a.m. in a misted parked car on the grounds of the old Aliquippa Hospital.
Police allege DelTondo told them the teen was their former student, who was upset and called them because he needed to talk. Police say she told them she didn’t want her fiancé Catroppa to know where she was because he would get angry.
The police make no incident report and no charges.
APRIL-MAY 2017
A report is being made on the incident that happened more than a year ago. Police Chief Donald Couch later told the media that this was done “in case anyone should get wind of it”.

OCT 26th, 2017
An anonymous email reporting the incident and alleging a police cover-up is going to a number of people, including DelTondo’s employer (the Pennsylvania Cyber Charter School in Midland), county and state agencies, media outlets, including Beaver Countian, and her friends.
The email contains sensitive personal information from state and federal databases available only to law enforcement and disclosure to any unauthorized person is strictly prohibited. Information includes social security numbers, dates of birth, signature pictures, phone numbers, and home addresses.
Couch later claimed to the press that confidential information about DelTondo was falsely released along with the incident report to a member of the public upon request. Couch refuses to name the person.
Aliquippa Police reiterate that an investigation into the incident involving DelTondo and Jeter Jr. found no wrongdoing and no charges were filed.
OCT 27th, 2017
A second anonymous email is sent to Beaver Countian claiming: “The reason this report was not filed with the Aliquippa School District, Children and Youth Services and a required report to the Department of Education in February 2016 was because it was a cover-up attempt.”

DelTondo is administratively suspended and paid from her job pending an investigation by the Pennsylvania Department of Education. The PA Cyber Charter School says Jeter Jr. was not a former student there.

Moreland says he heard the shots and rushed to see what the commotion was but saw nothing. Moreland believes the killer must have fled on foot between houses.
Coincidentally, Moreland is the cousin of a man believed to be the prime suspect in Rachael’s murder. Sheldon Jeter Jr. Jeter, through his attorney, has denied any involvement in Rachel’s death.

Aliquippa Police Department files criminal charges against Lisa DelTondo and Jackie Belcastro.
Lisa faces charges of minor assault, harassment and disorderly conduct, and Belcastro faces two counts of minor assault and one count each of harassment and disorderly conduct.
According to an affidavit by Aliquippa Patrol Officer Nicco D’Arrigo, “on election day, Lisa and Belcastro began harassing and assaulting the Catroppa family, disrupting all irrelevant parties who were at the Greek Church polling station.”

A preliminary hearing is being held for Aliquippa Deputy Police Chief Joseph Perciavalle on the two cases filed against him by Beaver County detectives.
Magisterial District Judge Edward Howe dismissed several charges in the case involving the explicit text message sent to Lauren Watkins. Charges of distributing explicit sexual material to minors and unlawful contact with minors were both dropped, but a charge of misdemeanor corruption of minors was brought to trial.

It has been two years since elementary school teacher Rachael DelTondo was gunned down in the driveway of her parents’ Aliquippa home on Mother’s Day 2018. Her killer remains free, with no arrest being made in the case.
Beaver County District Attorney David Lozier tells BeaverCountian.com the case remains active.
“This is an ongoing investigation and we were very active in coordinating the forensic results until COVID-19 came along,” Lozier said. “There are many agencies working together on this case, and that stopped for now. It’s very frustrating.”
Lozier continued, “I remain confident that we will make an arrest in the case. I wish I could offer the community and the family a speedy result, but the reality of this kind of case is that it takes time to do it right.”

The investigation into the brutal Mother’s Day murder of a former teacher in Aliquippa has gripped western Pennsylvania.

Rachael DelTondo, 33, was gunned down in her mother’s driveway after eating ice cream with friends. Her 2016 rendezvous with a teenage college student and ongoing relationship with him deepened the intrigue surrounding the case.
The following is a timeline of significant events in the Rachael DelTondo murder investigation:
February 2016: Police find DelTondo and then 17-year-old Aliquippa Senior High School student Sheldon Jeter Jr. in a fogged-up car parked in a former hospital parking lot around 2 a.m., according to a police report published in the Fall 2016 leaked, just “Friends”. No one was charged and DelTondo drove home.
October 2017: DelTondo and her fiancé, Frank Catroppa, call off their wedding.

November 2017: The police report on the February 2016 incident was leaked. Jeter’s mother tells Channel 11 she was never informed of the incident. The PA Cyber Charter School, where DelTondo was working at the time of the leak, is suspending DelTondo for pay.
May 13, 2018: DelTondo goes to Hank’s Custard in New Brighton for ice cream with two friends, including Jeter’s older half-brother Tyrie. After being dropped off at her mother’s house, she is shot dead in the driveway on Buchanan Drive. She was shot at least 10 times.

May 14, 2018: Police questioned Jeter, now 20, who denies having anything to do with DelTondo’s shooting and says the two are still friends. Police confiscate Jeter’s cell phone because they believe he texted DelTondo minutes before the shooting, according to a search warrant.
The search warrant also describes a text conversation Jeter had with his brother that evening while the group was getting ice cream.
Also, an Aliquippa cop is pulled off the case because his daughter was with DelTondo before she was shot. The officer is on leave as an eyewitness because of his daughter’s crucial role in the investigation, not anything the officer did.
He was also one of the two officers who found DelTondo in the car with Jeter.
May 15, 2018: Sources say investigators believe the murder was a crime of passion or jealousy.
May 16, 2018: Catroppa tells Channel 11 that he spoke to the police about DelTondo’s murder but had nothing to do with it. He told police he was with his now-girlfriend the night of the shooting.
May 17, 2018: Police return to Jeter’s home with a second search warrant stating police are looking for a 9mm handgun and other firearms, ammunition, a hoodie, blood-stained clothing, written correspondence about or sent to DelTondo, notebooks , mobile phones and computers .
The police did not find any weapons or ammunition and only confiscated a few notebooks. Jeter also voluntarily donated clothing he wore on Mother’s Day, although police records indicate that surveillance video from an undisclosed location that day shows Jeter in different clothing.
The warrant also states that Jeter interviewed one of Jeter’s brothers, who told police he was involved in a relationship with DelTondo and that she told him she was scared and believed she was being followed.
Describing an incident three months ago while he was at DelTondo, the brother told detectives that Jeter Jr. showed up, got out of his car, approached DelTondo and said, “If my brother wasn’t here, he would I open you (empty),” the police filing said.
May 21, 2018: A third search warrant is filed asking to seize the Facebook account of the Facebook page of an Aliquippa police officer’s wife.
Stephanie Watkins is the wife of the officer who was removed from the investigation because his teenage daughter was with DelTondo before the shooting.
The warrant seeks access to Watkins’ Facebook account from two days before the murder to two days after. Detectives look for subscriber information, including status updates, shares, friends, and private messages, according to police records.
May 22, 2018: Channel 11 receives three new search warrants from Aliquippa Police, all of which focus on Facebook accounts.
Police want access to DelTondo’s social media account as well as Sheldon Jeter’s from May 11-15. The third Facebook account belongs to DelTondo’s 17-year-old girlfriend, possibly the last person to have seen DelTondo alive, who is the daughter of an Aliquippa police sergeant.
Police, experienced by Channel 11, also confiscated the teenager’s mobile phone. Police said the teen dropped DelTondo off at her mother’s house, then sent DelTondo a series of texts asking her to go for a walk, then saying, “I’m on my way.”
Minutes later, DelTondo was killed.
May 23, 2018: A judge grants a motion by Beaver County District Attorney David Lozier to seal all future search warrants in the DelTondo investigation.
June 6, 2018: Surprisingly, Aliquippa Police Chief Don Couch was placed on paid administrative leave during a city council meeting.
The city’s attorney said the move was a personnel issue and had nothing to do with the DelTondo murder investigation.
