In the final years of her life, Lilius Landrum made her way as an aspiring actress in Los Angeles when she returned to her hometown of Akron to care for her ailing mother.

Kamelah Hartwell, Landrum’s niece, said that’s the kind of person she is.

“She shouldn’t have come back to Akron. She could have stayed in L.A. and probably would have become famous by now. But she came back to help her mother. That’s how big her heart was,” Hartwell said.

Landrum, 43, had been here for just about two years when her life was taken in one of the most heinous crimes of the past two decades, authorities said.

Now the man convicted of her beheading in 1998, Tony Rahmel Smith, 38, of Akron, will be handed a 15-year life sentence after serving 14 years.

Smith’s first parole hearing, which is closed to the public, has been tentatively scheduled for Feb. 4 by the Ohio Parole Board, state prison officials said.

But Hartwell, who lives in Charlotte, NC, her father, David Hartwell, 63, of Akron, and Summit County Prosecutor Sherri Bevan Walsh worked closely to ensure Smith was never released.

“It’s very important for me and my family that we do our part to let people know you can’t do things like that and think you can just walk away from it,” said David Hartwell.

Walsh’s Victim Support staff had been monitoring Smith’s parole status and last month opposed Smith’s release in a letter to Parole Board Chair Cynthia Mausser.

“Our position is that we don’t think he should ever come out,” Walsh said. “This was far too gruesome a crime and I think he is a very unstable person who would pose a danger to our community if he is ever released.”

Her December 22 letter told Mausser that the murder weapon was a “serrated kitchen knife” found in the Fern Street semi-detached house that Landrum and Smith shared.

The 1998 Beacon Journal archives quote police as saying it was one of the most horrifying crimes they have ever witnessed. Landrum’s body was found lying on the basement floor, with her head in a bucket nearby.

After killing Landrum, Smith fled Akron to Columbus, stole a vehicle and was eventually caught by police after a 40-minute high-speed chase, according to Walsh’s parole board.

David Hartwell and his daughter Kamelah said they tried not to think about the searing pain Smith has left their family to this day.

They prefer to remember the love, big heart and kindness of the woman who was nicknamed “Friggy” by the family because as a child she always seemed to be looking in the fridge.

When Landrum pursued her acting career in Los Angeles, she rode the bus, David Hartwell said. On one of her trips, she sat next to an elderly woman who was carrying several sacks of groceries.

Landrum insisted that she accompany the woman to help unload the groceries at her stop, even though that was miles from Landrum.

“I don’t know if it was 15 and 15 came back, but it’s something she would always do. She wouldn’t think anything of it. She was a very loving person,” said David Hartwell.

In Los Angeles, Landrum worked on TV sitcoms such as Gimme A Break and Family Matters in the 1970s and 1980s. On “Good Times,” she was the understudy and double for Bern Nadette Stanis, who played the quick-witted, cheeky Thelma Evans.

Landrum gave up her career to return to Akron and help her ailing mother, Betty Jean Brown. Brown died in February 2006.

Kamelah Hartwell said her aunt worked at a community agency in Akron and met Smith by writing him letters while he was in prison.

Smith told the family he was an ordained minister, and Landrum, a woman of deep faith, began attending church with him, Kamelah Hartwell said.

“That’s the kind of loving person she was,” she said. “She has always tried to help people and bring them closer to God.”

At the time of the assassination, Akron detectives said Smith, a former juvenile delinquent who was born in Columbus, told friends he had transformed his life by starting his own youth ministry and promoting Christian rap music.

Investigators at the scene told the Beacon Journal they found rambling, disorganized notes and Bible quotations from Smith, who repeatedly used the term “insane.”

Smith told detectives he went to Columbus because he felt “he was poisoned by a relative and had a fight with his wife,” according to an April 1998 Beacon Journal report.

When shown photos of the crime scene and asked what happened, “he said we didn’t understand,” now-retired Akron detective Rod Smith told the newspaper.

Kamelah Hartwell said she began writing the parole board in Columbus in January 2011 and shortly thereafter launched an internet petition campaign on Causes.com entitled “Stop the Release of Tony Rahmel Smith.”

As of Friday afternoon, there were 2,570 signatures on the petition.

“We got support from people in Germany, Sweden and Russia,” said Kamelah Hartwell. “So many people loved my aunt.”

Supporters from Canada and India added their names to the petition on Friday, four weeks before Smith’s preliminary hearing.

An initial hearing under parole board rules is not open to the public, but Hartwell is scheduled for a conference call with parole board members Wednesday.
