It’s a question that’s never been relevant in previous drafts, but these are unprecedented times thanks to the COVID-19 pandemic. There is a very real possibility that there will be no 2020 NFL season. There is no such thing as social distancing in football as every player on the pitch comes into contact with one or more opposing players at every game, exchanging saliva and sweat. The bottom of a dog poo on the goal line could be deadly. A player who tested positive for the virus ended the NBA season earlier this year. And with no proven vaccine likely to be available before or even during football season, it’s easy to imagine the virus spreading through crowded locker rooms, meeting rooms, weight rooms and playing fields. With that in mind, are the Titans drafting a running back to replace Derrick Henry, for example? The 2019 NFL rushing leader would play under a franchise tag this season, and the Titans could re-franchise him in 2021 under current rules. But if there is no season, would that mean Henry would play under a first-season tag or a second-season tag in 2021? If it’s a day of Season 2, it would make significantly more money. Is the money the Titans are willing to spend on a running back even for one of Henry’s skills and credentials? If there is no 2020 season, would other players eligible for free agents after the 2020 season be free agents? Will teams be called up to replace them or bet an unplayed season would extend contracts to 2021? To say that this year’s NFL Draft will be unlike any other would be a gross understatement. Even the actual design will be like no other. The pageantry and fan-friendly presence seen here in Nashville last year with hundreds of thousands in attendance has disappeared, replaced by social distancing, Zoom meetings and isolation. 3 APRIL 17 APRIL 23, 2020 Page 3 Section A Pending Sales Show Signs of Slowing Q1 Home Sales Up 9.1% Compared to 2019 Record RICHARD COURTNEY REALTY CHECK Nashville-area first-quarter sales were up a whopping 9.1 % compared to 2019, Greater Nashville Realtors sales data reveals. Two things make this even more remarkable: m 2019 was a record sales year for the region. n The worst pandemic in 100 years unleashed this quarter, causing economic collapse and restrictions on business and social activities. March, which will be remembered for its shelter-in-place/stay-home orders, saw a 3.4% increase compared to March 2019 for the area served by Realtracs, the Middle Tennessee Regional Multiple Listing service covering most of the Midstate. However, pending sales were slightly down at 3,139 at the end of March. That’s still close to March 2019’s 3,158. April has historically started the run up to the peak selling months which were June, July and August last year. There were 3,479 completed transactions in April Closer to home in Nashville, pending sales continue to rise every week. In the week leading up to Mayor John Cooper’s Safer at Home ordinance, 215 homes were contracted, with 255 pending over the next week. The next week, Gov. Bill Lee issued his stay-at-home proclamation and 255 homes were contracted. Last week, with the governor’s order in effect all week, pending sales jumped to 320. Davidson County had 1,277 completed sales last April and there are 300 completed sales this April. Most residential real estate transactions close at the end of the month. Despite all the dangers, houses are listed, exhibited, sold and closed. Anecdotally, however, many sales are falling as the financial conditions of many have changed. Lenders are now verifying employment within 30 minutes of completion to ensure buyers are not among the 16 million who have lost their jobs. Along with the President, many within the profession are clamoring to get back to work. Last week I wrote that 1,200 people died last Saturday. On his last Saturday there were twice as many. SaleoftheWeek Last week, 6529 Radcliff Drive sold for $1.58 million, a respectable $281 per square foot. According to realtor Tim Mangrum, it was the kitchen that added the most value to the home. Those in the construction industry often argue that unknown brands perform better than the more well-known brands that have branded themselves as the best. Mangrum reinforces this point when announcing the chef’s kitchen with Wolf appliances and a Subzero refrigerator. Does he need to say more? That’s a warming drawer, 2 dishwashers, and an undercounter icemaker, he adds. He insults the manufacturer, perhaps because his brand names are worth less. In the land of household appliances, there is a highly reputable cooker manufacturer that has ventured into selling refrigerators. The results have been disastrous for owners of these refrigerators, although refrigerator repairmen are amazed at their inefficiency and often add baffles and other tricks to fix the poor engineering. Mangrum, who is from Exit Realty on Music Row, signed the house in 114 days after listing it for $1,675,000 and slightly lowering the price to $1,672,000. Mangrum, who works on Music Row, might have been the perfect person for the job as the property was once owned by Music Row and international royalty. At one point, radio/television icon Ralph Emery owned the property. Emery biographer Tom Carter noted that Emery’s television show Nashville Now once had a larger viewership than Johnny Carson’s acclaimed Tonight Show. Carter, who has made a career out of celebrity biographies, chronicled the lives of Glen Campbell, Ronnie Milsap, Brooks and Dunn, Merle Haggard, Tammy Wynette, Reba MacEntire, George Jones and others, and learned of Ralph Emery’s popularity while on the Stage was traveling with one of his subjects. While the entertainer was performing, Carter visited an assisted living facility and found that the majority of residents showed up each night to watch Nashville Now. He wrote to his agent and suggested that he buy a biography on Ralph Emery, a request that would include a fax to Ralph Who? The book sold millions of copies and other Carter/Emery collaborations all made bestseller lists. Emery’s former home features five bedrooms, four bathrooms, and a half-bath in 5,625 square feet. Since many in the music business are drawn to the water, whether for fishing or water sports, Mangrum found the four-car garage was large enough to house your boat. Visit us online at Follow us on If No Doesn’t Mean No A Significant Tax Rake Back for Mayor JOE ROGERS MY TAKE Whatever else one could say about Mayor John Cooper, it would be polite to note that his political timing stinks . While Nashvillians have already reeled from a few economic body blows, a deadly and destructive tornado followed by a crippling pandemic, Cooper delivered a nifty uppercut to the jaw: A property tax hike. And not just an ordinary tax increase. The mayor’s words in his first State of Metro address: Let me be direct. The budget regulation, which will be submitted to the Council in April, will sharply increase the property tax rate from its current historically low level. The final amount will be determined using the best information available, but will be significant. Instead of apologizing for making such a proposal during already difficult times, the mayor cited these factors as contributing challenges that forced his decision. Now, let me be direct: The mayor is right that Nashville needs a tax hike. But not because of tornado and coronavirus. It took one well before any of those events, and Cooper could have helped make it happen. He did not do it. Travel back to May with me now. The city had failed to adjust the tax rate in conjunction with a 2017 reassessment and had gone seven years without an increase. As a result, the city struggled to meet its financial obligations despite a booming economy. Incidental Mayor David Briley had proposed a $2.33 billion budget that saw spending increase about $100 million from the previous year. He rejected a tax hike, instead relying on fiscal tape and putty to patch funding holes. Councilman-at-Large Bob Mendes had tried to rally support for a 50-cent tax hike, roughly the equivalent of a 16% hike, calling it a necessary rate correction. He’s blogged about a budget built on quicksand, projecting a $150 million deficit for the years through Fiscal. His 50 cent suggestion was calculated to avoid this deficit. Finally, when the council discussed the budget in June, Mendes backed a budget proposed by his colleague Tanaka Vercher, the council’s budget and finance chair, calling for a 49.8 cent increase. It was missing a vote to pass. Among those who voted against was Cooper, then an Atlarge member. He maintained this anti-tax stance as he ran for mayor over the next few months. In a debate with Briley in August he said this: I consistently voted (no) on taxes. The problem, he kept saying, isn’t revenue, it’s mismanagement. He began to backtrack after his election in January, saying the option to raise taxes had been left open. At the time of his State of Metro speech, he said there was no option. We cannot print money or borrow to cover our operating costs. We need to raise property taxes, difficult as that is at the moment. I got back in touch with Mendes the other day to get his thoughts on how things might play out. He declined to speculate on what Cooper might consider a significant raise.
