Early life[edit]
Sheikha Latifa is one of the children of Sheikh Mohammed bin Rashid Al Maktoum. Her mother is Huriah Ahmed al M’aash.[1][2][3][4][5]
In a video statement, Sheikha Latifa said that she and her brother Sheikh Majid spent their early childhood under the care of their paternal aunt. Her early education was at the Dubai English Speaking School and later at the International School of Choueifat, with a year at the Latifa School for Girls.[20] Sheikha Latifa is an experienced skydiver,[21][22] trained by former World Skydiving Champion Stefania Martinengo[7] and was certified as an Accelerated Freefall Instructor.[23][24][25][26]
In 2002, at the age of 16, a first escape attempt by Sheikha Latifa ended in her capture at the Emirati-Oman border; She was then imprisoned for three years and four months.[27] In the video statement, she claimed to have been held in solitary confinement during her arrest and subjected to “constant torture”, both physically and mentally through beatings.[20]
2018 Disappearance[edit]
On February 24, 2018[30] Sheikha Latifa and her Finnish friend Tiina Jauhiainen left Dubai in a car and crossed the border into Oman.[31] They left Oman on jet skis and joined French-American citizen and former French intelligence officer Hervé Jaubert and his crew on the yacht Nostromo.[32] Two days later she contacted Radha Stirling from Detained in Dubai and informed Stirling of her departure from Dubai. She also posted some goodbye messages[33][34] on her verified Instagram social media account.[35]
On March 3, 2018, Jaubert contacted an Indian journalist to prepare the end of her trip.[36] The following day, Sheikha Latifa, Jaubert and Jauhiainen, along with the crew of three Filipino nationals, were intercepted by Indian authorities as they approached Goa [37][38][39][40] on the US registered yacht Nostromo, call sign, approached WDG9847.[40][41][42][43] An investigation by The Guardian and Bureau of Investigative Journalism later found that the same day, the No. 7 signaling system log was exploited to locate Jaubert’s phone.
On March 9, 2018, the Daily Mail broke the news of the disappearance of Nostromo and those on board after being contacted by Sheikha Latifa officials.[47][48][49]
Before the escape attempt, she had shot a 39-minute video that was to be released in the event of her life being in danger[50] and was released on March 11, 2018.[51] Recorded at Jauhiainen’s home, the video explains her family background and the circumstances that led to her decision to flee. In the video, she also accuses her father of abusing her and her sister Shamsa[30][52] along with other serious charges including murder.[31][53][54]
The Finnish National Bureau of Investigations confirmed Jauhiainen’s disappearance and launched an investigation in cooperation with the Finnish Ministry of Foreign Affairs.[55][56] Jauhiainen’s brother confirmed her friendship with Sheikha Latifa.[40][57]
On March 20, 2018, Nostromo was sighted in the port of Fujairah, UAE.[58][59] The next day, the released crew, including Jaubert and three Filipino nationals, boarded for Sri Lanka. Nostromo arrived in Galle, Sri Lanka on April 2, 2018.[60][61]
On March 22, 2018, Jauhiainen, Sheikha Latifa’s companion, was found, prompting the Finnish Ministry of Foreign Affairs to end its search in cooperation with Dubai authorities. The place where Jauhiainen was found and details of previous events have not been officially shared, but according to her family, she returned to Finland from Dubai that night.[62][63][64]
According to Detained in Dubai, a number of people[65] have been arrested or interrogated in connection with the incident in the United Arab Emirates and Oman, notably Christian Elombo[53][66], a French national whose family lives in Luxembourg; Elombo spent more than a month in detention in Oman from late February to April 5, 2018.[65] After being released without charge, he was arrested again on April 6, 2018 for 41 days in Luxembourg based on an Interpol Red Notice issued by the UAE.[67][68][69] The notice was later withdrawn without notification or evidence supporting the alleged kidnapping allegations.[70][71][72][73]

According to crew statements, on March 3, 2018 the yacht was actively searched by the Indian Coast Guard search and rescue aircraft SAR CG 782. On the day of the interception, the yacht was spotted by another aircraft. Before the raid on March 4, 2018, three seagoing vessels belonging to Nostromo’s crew were spotted on radar following him at a speed of less than 5 knots. Two of the vessels were later identified as ICGS Shoor[74] and ICGS Samarth[75], described in media statements by Jaubert: “The two Coast Guard vessels had a huge marking on the side of the hull that read ‘Indian Coast Guard’ ‘ and one had an ID number painted on it: 11”.[60][76][77]
After sunset, two unmarked speedboats carrying six to eight armed Indian MARCOS Special Forces personnel in full military gear and Tavor assault rifles were launched from these ships to intercept Nostromo. The raid began with the use of flash and smoke grenades to disorient and incapacitate the crew, who were then handcuffed.[60][78][79] After being taken over by the Indian Coast Guard, the yacht was boarded by at least ten Emirati special forces personnel, who arrived by helicopter.[78] Sheikha Latifa was forcibly taken onto one of the ships despite requesting asylum for Indian personnel and expressing a clear reluctance to return to the United Arab Emirates from her place of refuge.[60] Nostromo and the rest of the crew were taken to the naval base in Fujairah, escorted by the Indian Coast Guard, and then transferred to the UAE warship Baynunah.[61]
According to Radha Stirling’s account, she received her last voice message from Latifa during the alleged raid, in a panicked state, telling her “Radha, please help me, there are men outside” and she heard “gunshots”.[80] Further attempts at communication by those on board Nostromo allegedly failed due to interference from an Indian electronic warfare aircraft.
In all, at least three Indian and two Emirati warships, two military aircraft and a helicopter were involved in the raid on Nostromo, some 50 miles off the coast of Goa.[22][30]
Media reactions and consequences[ edit ]
In the first few days after the disappearance of the yacht Nostromo and her crew, the news was circulated mainly in English and Finnish tabloids, supported by awareness campaigns on social media.[83] Jauhiainen and Jaubert made their first public appearance after the incident at a press conference in London arranged by Detained in Dubai[82][84] despite alleged threats from the UAE government to remain silent.[30][85]
In mid-April, after a period of no mention in the Gulf media[86], Western media reported the first reaction from the United Arab Emirates, which came from an anonymous source close to the Dubai government. According to the source, Sheikha Latifa has been “brought back,” is now “with her family,” and is doing “excellent.” The source further claimed the incident was a “private matter” used to “tarnish the reputation of Dubai and Sheikh Mohammed” and said three of those who accompanied Sheikha Latifa are on previous charges in Dubai would be sought.[87] ][88] In May 2018, Human Rights Watch questioned Dubai’s story and called on the Dubai authorities to disclose her whereabouts, adding: “Failure to disclose the whereabouts and status of the princess could be considered a forced disappearance.” Dubai authorities said they could not comment on their case for legal reasons.[88][89][90] The UN OHCHR Working Group on Enforced or Involuntary Disappearances asked the governments of India and the United Arab Emirates to respond to the allegations.[91]

The Indian government has been widely criticized for its extrajudicial actions, citing national interests[102][103] and disregard for formal judicial procedures.[104] Indian media reported that Prime Minister Narendra Modi and his advisers were directly involved in issuing the intercept orders at the request of Sheikh Mohammed bin Rashid Al Maktoum[105] and had not made a formal request from the UAE. A spokesman for India’s Foreign Ministry claimed that “no such incident has been brought to our attention.”[77] Deputy Commander Avinandan Mitra of the Indian Coast Guard, responding to media inquiries about the incident near the Indian coast, said that “we have no such information or have surgeries.” Indian intelligence agencies said they were trying to verify the claims but had no further comment.[50] On January 2, 2019, Minister of State for Foreign Affairs V.K. Singh denied any involvement of the Indian government in the repatriation of the Emirati princess while responding to a question from MP Saugata Roy.[106]
Similarly, the Finnish government has been criticized for failing to raise concerns about human rights violations committed by one of its citizens to the Indian authorities.[107] A day later, Finnish Foreign Minister Timo Soini replied, saying that Finland had corresponded outside the media with representatives of the United Arab Emirates and India on the issue.[108][109]
Amnesty International released a public statement on September 4, 2018, calling on the government of the United Arab Emirates to disclose Sheikha Latifa’s whereabouts and comply with its international legal obligations, while also calling on the government of India to play any role of its security forces and those involved To investigate officers involved in the raid on Nostromo and any unlawful excesses that may have been committed.[66]
On 6 December 2018, the release of the BBC Two documentary Escape from Dubai: The Mystery of the Missing Princess prompted the first official response from the Dubai Royal Court in the form of a brief statement that Latifa was safe at home. [110] The documentary covered the escape attempt that Sheikha Latifa had planned for seven years and investigated a similar attempt by her sister Shamsa in 2000. In January 2019, Sheikh Mohammed bin Rashid Al Maktoum’s wife, Princess Haya al-Hussein of Jordan, half-sister of King Abdullah II of Jordan, defended Dubai’s treatment of Sheikh Latifa.[113] Following news of Princess Haya’s alleged separation from Mohammed bin Rashid Al Maktoum, human rights activists called on Princess Haya to speak out in Dubai about the fate of her stepdaughter Latifa.[113]
The matter was referred to the United Nations Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions by Guernica 37, a London-based law firm representing Latifa and her two friends.[114] Chair and rapporteur Bernard Duhaime of the UN Working Group on Enforced or Involuntary Disappearances wrote to the Dubai royal family asking for evidence that Latifa was alive and on what grounds she was being held, otherwise they would have to make a public statement .[115 ]
In February 2021, a UN investigation found that the princess was swapped for British arms dealer Christian Michel, who was extradited from Dubai to Delhi to face charges of paying bribes.[116]

On December 24, 2018, three low-resolution photos taken on December 15, 2018, showing Sheikha Latifa together with Mary Robinson, the former United Nations High Commissioner for Human Rights, were declassified by the UAE authorities.[117][118 ][119] According to Mary Robinson, the meeting was arranged by one of Mohammed bin Rashid Al Maktoum’s wives, Princess Haya. Robinson described Latifa in an interview with BBC Radio 4[120] as a “troubled young woman” who regretted making the earlier video alleging abuse and who received psychiatric treatment.[121] The comments drew criticism from various rights groups, and Dubai leader Radha Stirling was arrested for reciting Dubai’s official version of events “almost verbatim”. Human rights groups and Sheikha Latifa’s associates questioned the nature of the brief visit, called for an independent investigation and assessment of her situation, and contradicted suggestions about psychiatric problems and reiterated the possibility that she was being held in captivity. 125][126] Robinson later told the BBC that she was “horribly tricked”.[127]

In July 2021, leaked data from surveillance firm NSO Group Pegasus’ spyware revealed that the phone numbers targeted in the United Arab Emirates included Latifas as well as several of her close friends as possible targets. Pegasus spyware allows full access, including GPS, to target phones and may have helped track Latifa’s escape route.[146]
A mobile device belonging to a human rights activist and communicating with Latifa was also found to have been compromised with Pegasus. Haigh secretly exchanged videos and text messages with Latifa for about a year and a half while she was held in captivity after she was forcibly returned to Dubai in February 2018.[133][134]
2021 End of #FreeLatifa campaign [ edit ]
In August 2021, and after Latifa was photographed in public places in Dubai, Spain and Iceland, the three and a half year #FreeLatifa campaign came to an end.[18] Human rights lawyer David Haigh, Latifa’s cousin Marcus Essabri and Sioned Taylor, who monitored her well-being, described her situation as “the best position she has been in in terms of freedom in two decades”.[18] The FreeLatifa campaign stated:

The main purpose of the Free Latifa campaign was to see Latifa free to live the life she chooses for herself. The Daily Beast pointed out that a satellite phone is usually required to call from their alleged location in the Indian Ocean.[149] However, it was determined that the Nostromo was fitted with a satellite phone.[150][151] In August 2019, Tiina Jauhiainen shared her version of events with the online magazine Insider.[152]
FBI’s role in capture
According to USA Today, the Federal Bureau of Investigation (FBI) “provided assistance in [Latifa’s] capture, in response to an urgent request from the office of the powerful leader of Dubai.” The article continued, “USA TODAY’s sources said they believe the FBI was misled about her circumstances on board the yacht.” The FBI declined to comment.[153]
