Hubert Arturo Acevedo (born July 31, 1964) is an American police officer who has served as the chief of police in the Houston Police Department, Austin Police Department, and Miami Police Department. Before becoming police chief, he was a member of the California Highway Patrol.
Background and education[edit]
Acevedo was born in Havana, Cuba, in 1964[1] and immigrated to the United States with his family in 1968 at the age of four. His father was a police officer in Havana.[2] Acevedo grew up in El Monte, California and became a naturalized citizen in 1985. He attended Rio Hondo College, graduating in 1986 with an associate degree in communications.[4] In 2005, Acevedo graduated from the University of La Verne with a bachelor’s degree in public administration.[4]

California Highway Patrol[edit]
Acevedo began his career in 1986 after graduating from their training academy as a field patrol officer in East Los Angeles with the California Highway Patrol (CHP). In 2005 he rose to the rank of chief at CHP.[5]
In 2008, Acevedo received a nearly $1 million settlement from CHP related to a harassment lawsuit. The lawsuit alleges that he was retaliated against by CHP Commissioner Dwight “Spike” Helmick after running for the position of CHP chief.[6] According to Acevedo’s attorney, Helmick unlawfully disclosed information from a confidential investigation into allegations of sexual harassment against Acevedo. During investigations into sexual harassment in 2004, several officers alleged that while on duty, Acevedo showed them nude photos of a colleague with whom he was allegedly having an affair. Acevedo denied showing the images.[7]
Austin Police Department[edit]
Acevedo was hired as chief of the Austin Police Department in 2007. After the shooting of unarmed 17-year-old David Joseph on February 8, 2016, Acevedo fired officer Geoffrey Freeman citing non-compliance with guidelines.[8] Freeman appealed the firing and in December 2016 reached a settlement that earned him $35,000 and allowed him to work for other police departments.[9] In April 2016, Acevedo was officially reprimanded and fined by the Austin City manager for his misconduct after the shooting, with the potential for losing his job. Older “Operation and Judge Concerns” from August 2011 were also mentioned.[10]
While in Austin, Acevedo made several appearances on The Alex Jones Show to discuss policing.[11]
Houston Police Department[edit]
In November 2016, Acevedo was hired as chief of police for the Houston Police Department (HPD), filling a position created by Charles McClelland’s retirement. Acevedo is the first person of Hispanic descent to head the department.[12]
Shortly after Michael Bennett was indicted for shoving a guard at Super Bowl LI, Acevedo held a press conference at which he called Bennett “morally corrupt.”[13] The charges against Bennett were dropped in 2019.[14]
In January 2019, HPD officers conducted the Pecan Park raid, a no-knock raid that killed two homeowners (Regina Nicholas and Dennis Tuttle) and injured five officers.[15] The basis of the raid, that the couple had been heroin dealers, later turned out to be false.[16] Acevedo initially refused to release an audit of the narcotics department, which revealed widespread problems in the department.[17] The scandal was described by Houston Chronicle reporters as “one of the worst to hit HPD in years.”[18] Veteran HPD officer Gerald Goines, who led the raid based on false information, was initially praised by Acevedo for his defiant bravery after a decades-long history of misconduct allegations.[19] In June 2020, Nicholas’ brother John wrote an editorial in the Houston Chronicle entitled “What About the Harding Street Raid? Acevedo, Turner talk about police brutality but remain silent about my sister’s death.”[20]
Acevedo received national attention for his public statements in support of meaningful reforms in the wake of the assassination of George Floyd, coupled with significant criticism for a lack of local action to reduce police violence and increase transparency.[21] In the six weeks before George Floyd was killed, HPD officers shot dead six people. Despite widespread calls from citizens and local politicians to release body worn camera footage, Acevedo refused, prompting calls for increased policing in Houston.[21]
Homicides in Houston, like many other cities, increased significantly during the COVID-19 pandemic. A Houston Chronicle investigation and internal audit found that through 2019, the HPD’s homicide solve rates fell far short of many other major cities and the department’s own solve rates prior to Acevedo’s tenure.[22]
Acevedo has been a vocal critic of bail reform efforts at the local level, claiming that bail reform is a factor in increasing violent crime, a claim disputed by local politicians and criminal justice experts.[23][24] [25]
Miami Police Department[edit]
In March 2021, Acevedo announced that he was leaving the HPD to become the Miami Police Department’s chief of police.[26] Miami Mayor Francis X. Suarez likened the hiring to “getting the Tom Brady or the Michael Jordan among police chiefs.”[27] Acevedo was sworn into the position in Miami on April 5, 2021.[28]
Acevedo said he went to Miami to reform the police force, citing a “Cuban mafia” that controlled the city, which sparked a feud with the Miami City Commission. On October 12, 2021, Acevedo was suspended by City Manager Art Noriega. “Employer-employee relationships depend on aptitude and leadership style, and unfortunately Chief Acevedo is not a fit for this organization,” Noriega said.[30] He was released on October 14, 2021.[31]
Political views[edit]
In January 2020, while in California, Acevedo described himself as a registered Republican but a “lifelong RINO” or “Republican in name only,” usually a derogatory nod to iconoclastic or otherwise non-conservative views.[32] In the same interview, he addressed his openness to gun violence and reiterated his support for the Violence Against Women Act and his openness to the decriminalization of some drugs.[32]
After the killing of George Floyd, Acevedo acknowledged that policing in the United States had “unequal treatment and impact on disenfranchised communities — particularly communities of color and poverty,” but resisted calls to defund the police.[33] During the ensuing protests in Houston, Acevedo was featured in a video telling protesters, “Pay attention, because those little white guys with their skateboards are the ones who start all the shit.” He later repeated those comments during a press conference, saying, “We see that there are people who are not people of color who come to these and other cities to actually agitate and actually engage in violence. “[34] The president of the Houston Fraternal Order of Police criticized the remark, and local news agency KPRC claimed that it could not substantiate Acevedo’s claims, noting that the group of people arrested were racially diverse and from the Houston area .[34]
Acevedo appeared in a video shown on opening night of the 2020 Democratic National Convention, which also included Democratic presidential nominee Joe Biden, activist Jamira Burley, activist Gwen Carr, NAACP President Derrick Johnson and Chicago Mayor Lori Lightfoot , participated.[35]
