Frank grew up praising his father’s work and wanted to be a lawyer himself. However, his father discouraged him from going to law school and he felt the industry was changing too quickly. Frank has a brother named William, who also practices law in Alaska, and a sister named Yvonne, who practices law in Colorado.
He graduated cum laude from the University of Colorado in 1979, where he received his B.A. Degree. Frank then received his Juris Doctor from the University of Denver in 1982. He attended Trinidad High School. While at the University of Colorado, he was also a member of the Phi Beta Kapa honor society.
