In 2003, as a 17-year-old student at Northern Virginia Community College, Parkhomenko founded VoteHillary.org, an independent website that urged voters to vote for Hillary Clinton during the 2004 Democratic presidential primary ][10] He later directed Draft Hillary for President 2004 , which was founded in 2003 and closed in 2004.

HillPAC, Clinton’s political action committee, hired Parkhomenko as a staffer while he oversaw Hillary’s draft for president in 2004.[11][12][13][14] He served in various capacities for Clinton, including serving as assistant to Clinton’s campaign manager during the 2008 Democratic primary.[15][16] He left the Clinton presidential campaign in March 2008.[13]

As bullets swept overhead, Adam Parkhomenko grabbed his gun and radio. He called for backup.

He had been in this situation before; He’d even seized illegal firearms from the very same condo complex off the district’s North Capitol Street. But this time, while his partner wrestled a suspect to the ground with a gun in his waistband, an angry crowd gathered around him.

Pop. Pop. Pop. Pop. Pop. “Get out of here, get out of here,” shouted another officer. “We just had shots.”

Rob Baechtel, a DC police reserve officer who viewed video of the two-minute scuffle that surfaced online, said he had never seen anything like it.

“All of this is happening while someone is doing rounds,” he said, “and right there, with some other officers, is an associate of Hillary’s.”

That would be Parkhomenko – a part-time reserve officer in D.C. and head of grassroots engagement for Hillary Clinton’s presidential campaign.

During the week, Parkhomenko, 30, sits in a small booth at the campaign’s Brooklyn headquarters, surrounded by standing desks and beanbag chairs, and takes calls from volunteers across the country. But on weekdays, when he can, Parkhomenko still drives the streets to patrol the district.

“He likes to go after the bad guy, the thrill of the chase,” said Baechtel, a friend and collaborator. “It is an important task.”

It may come as a surprise that the notoriously risk-averse Clinton campaign would allow a top executive to pursue criminals in his spare time. (Imagine the worst-case headline: “Shooting Investigated by Clinton Advisor.”) But this campaign knows it can trust Parkhomenko. You know that since he was 17, he has devoted much of his life to her rise to the presidency. They know he put off college to work for them and then started the Ready for Hillary Super PAC. (Admittedly, “I didn’t even know he was a reserve cop,” said Marlon Marshall, Parkhomenko’s campaign manager, “until this interview.”)

There aren’t many Clinton superfans. All the passion goes to the fiery socialist and theatrical reality TV star who is currently in the running. They fill stadiums and call for revolution. Clinton, on the other hand, told Lena Dunham, “If you can’t get excited, vote pragmatically.”

Why, then, has Parkhomenko spent much of the past 13 years working toward a Clinton presidency? He is not particularly close to the candidate, nor has he earned inner circle status. His fanaticism is of a very practical nature. You could even call it. . . Clintonian.

Parkhomenko doesn’t have a single Rosebud moment that sparked his devotion; He has a thicket. As a child in Arlington, Virginia, he boiled with jealousy when he learned that his best friend’s father was a congressional delegate with a photo of Hillary Clinton on the family piano. At 13, he began writing letters to politicians asking for a signed portrait.

Then Hillary came to his elementary school and shook his hand; and the time he washed Bill’s golf cart at the local golf course. He still has a $5 bill that the President signed for him.

But when Parkhomenko decided to start a draft Hillary movement at age 17, it wasn’t just because he’d met her as a kid. “Adam is an entrepreneur,” said Bert Kaufman, a friend of Parkhomenko’s for ten years. “He was attracted to her promise, he was attracted to her potential.”

Sure, he thought she’d make a good president. But, just as important, he thought it was a good bet.

In November 2003, when Draft Hillary had already collected 42,000 signatures, he flew to Des Moines to sell buttons ahead of the annual Jefferson Jackson dinner, where she was the keynote speaker. He was 18, not old enough to rent a car without paying a hefty fee and too poor to take a cab. So he walked five miles to the Veterans Memorial Auditorium.

“I was too excited to freeze,” he said in a recent interview at Clinton’s Brooklyn headquarters. The kid with the petition and the buttons, who kept showing up to events, eventually got noticed—first by the national press and then by Clinton.

Patti Solis Doyle, who then ran Clinton’s PAC, recalls receiving a call from the candidate. “She said: Who is this guy, what does he do?”

Solis Doyle sent someone to make sure he wasn’t a crazy person. A few weeks later he showed up at her office.

“He didn’t have an appointment, so someone told him he just had to wait,” she said. (Parkhomenko says he was invited.) The earnest teenager with a comb sat for hours. “When I finally let him in, I said we didn’t have any job offers,” she said. “He said, ‘I’m going to work for free — all I want is to help Hillary become president one day.’ I told him she wasn’t running for president, but he didn’t care.”

Solis Doyle liked his chutzpah, and she loved his work ethic—he came early, left late, didn’t mind grunt work, and could handle organizational tasks. She eventually hired him as her assistant, the youngest paid employee on the Clinton team. When she became Clinton’s campaign manager in 2007, she brought Parkhomenko with her. Clinton finally ran for President, and he had a front-row seat.

But when the campaign faltered, Clinton fired Solis Doyle. Her right hand left shortly after. He later gave him a final nudge, launching VoteBoth.com to encourage Clinton supporters to push Barack Obama to pick Clinton as his running mate.

“After the 2008 election,” Parkhomenko said, “I thought I was done with politics.”

At 22, he decided to enter the police academy. He had a long-standing interest in law enforcement, and he grew an added appreciation for the work after watching Clinton’s security teams on the trail. After graduating, he received a badge and a gun and worked 20 to 30 hours a month as an unpaid volunteer on patrol.

“He has police instincts, is really good with people,” said Baechtel, who later attended Parkhomenko’s wedding. “Which is good because we, reserves, are a tenacious group that catches the bad guy. We lock up people – guns and drugs and the Hood – and we don’t go through Georgetown.”

In 2010, Parkhomenko received the department’s Reserve Officer of the Year award; In 2011, he won an achievement medal for arresting a suspected violent robbery in Chinatown. His superiors noted that he assisted in more than 90 arrests, “seized narcotics on numerous occasions and was instrumental in the recovery of several firearms and at least nine stolen vehicles.”

Colleagues say about his best qualities: his talent for communication, his interpersonal skills, his sense of community. He was the base cop.

It wasn’t long before Parkhomenko felt the allure of politics again. In 2009, he ran for a seat at the Arlington Delegate Open Convention, and Bill Clinton made a robo-call on his behalf. He finished third. Meanwhile, he finished his college degree and met his future wife, Kirby Hoag.

She was not the only woman in Parkhomenko’s life. There would always be Hillary.

“Part of it is a family component,” Parkhomenko said. “When you’re 17, 18, 19 and you get a call from Hillary Clinton on your birthday, she takes on the role of a mom who’s not at home. She always asked me how my studies were going and why I didn’t finish. She cares, she really cares.”

In early 2013 he launched Ready for Hillary – a bigger, bolder version of what he did as a kid. Riding a bus across the country, he heard excitement from the ground and skepticism from what he called “the chattering class in D.C.” And then Ready for Hillary started raking in the cash: $4 million the first year, $9 million the second. He believed the huge list they compiled could be the basis for a Clinton campaign if she decided to run.

And in return? Parkhomenko swears he never expected anything from Hillary Clinton in return for his loyalty. He just thinks she would be a great president.

“That’s a lot bigger than a person,” he said. Sure, he was a bit concerned when the top positions in the new Clinton campaign were quickly filled. But then they created a spot specifically for him. It wasn’t a marquee post — as head of grassroots engagement, his job was to coordinate volunteers across what later became 46 states while all the excitement was happening in Iowa, New Hampshire, South Carolina and Nevada — but it wasn’t bad.

In time, he would also have to come to terms with the fact that Clinton’s base was always the weak link. Bernie Sanders is the base guy now. It’s hard to fill arenas by appealing to the pragmatic side of voters. There are only so many Parkhomenkos out there.

“I think Adam did a great job,” Marshall said. “We have a great grassroots operation that’s not necessarily getting the shine it deserves.”

When they offered him the job, there was no question that he would take it. But he also had reason to believe the campaign would hire his wife, a Ready for Hillary veteran. So the whole family moved to New York. Kirby’s job offer never went through, and she recently returned to Virginia with her young son.

Would he have accepted the job if he had known that the early primary focus of the campaign would diminish his standing? Would he have devoted so many years to the Hillary cause if he knew it would ultimately take such a toll on his family? One of his close friends thinks maybe not, saying he’s “underutilized” and “miserable.”

But you won’t hear anything like that from Parkhomenko. He’s come this far and Clinton is so close. As the campaign begins to fret over a race that’s now closer than anyone predicted, he’ll be jumping on the phone in his little booth to rally his local volunteers and try to give his contestant a second wind. He’ll do what he always does when things start going sideways. He will call for reinforcements.
